Dong Nai People's Council’s 18th Congress – issues relating to social security are debated

On the morning of December 9, Dong Nai People’s Council’s delegates were split into groups to discuss issues relating to socio-economic situation and social security.

Delegates’
great concerns are that environmental issues have not been satisfactorily
settled and that serious environmental violations have continued to occur.
Besides, illegal mining operations have still existed, which is difficult to
control and causes natural resource losses and revenue losses from mining. Many
delegates claimed that people have not been satisfied with complaint and
denunciation settlement in terms of law enforcement. Delegates added that more
“Meet the People” programs should be organized and those who meet the people
should be qualified staffs. They expressed concern over an increase in the
number of retrials and suggested that an improvement be made. Culturally,
delegates said that there have had a lot of weaknesses in the conservation and
restoration of monuments and that the education of historical monuments for the
young generation has not been paid attention to. Thus, they continued that
workable solutions had to be put forward in the forthcoming time in order that
historic monuments would not be forgotten. Educationally, delegates claimed that
premium high schools needed establishing for an educational quality improvement
because the rates of high school graduation have been lower the past years than
those set in the resolution. They added that the Education sector had to produce
practical solutions to raise the quality of teaching and learning, that the slow
progress towards implementing the second phase of “Build Concrete Schools”
program has affected the education quality and that the progress was required to
be speeded up. In terms of vocational training, delegates said that parents’
wanting their children to enter universities today is something easy to
understand due to recruiters’ qualification preference. In addition, connected
training programs between vocational schools are lacking consistencies and have
failed to attract students’ enrollment. They suggested that schools’ syllabuses
and lesson plans be taken into consideration and checked so that solutions could
be found. In terms of basic construction, delegates said that what central
sources of financing are must be defined, that civil projects should be regarded
as priority constructions and that resettlement projects should be paid more
attention to...
During the
debating session, most delegates agreed on the implementation results of 2009
socio-economic tasks and 2010 directions and tasks.
The same
afternoon, they continued their working session in the hall.
