The seeding and planting progress of the season: By 10/11/2009,

1234ha in corn, 350ha in wheat, 43ha in starch plants,
725ha in vegetables of various kinds, 486ha in soybean
and 362ha in cotton.
Plant productivity is as follows: rice with 41.6 quintals per ha,
gaining 96.9% of the plan, up 4.1% over the same period, corn with 52.3 quintals
per ha, gaining 96% of the plan, up 1.3% over the same period, vegetables of various kinds with 119.3 quintals per ha,
gaining 95.7% of the plan, up 0.8% over the same period, other crops are
gained as planned and up over the same period.

Breeding
Disseminate methods to control epidemic diseases and new
regulations in vaccination against foot and mouth disease and blue ear disease

Consumer Price Index (CPI) in 11/2008 decreased 0.98% compared to
10/2008. Among 10
commodity and service groups,
there are 3 groups slightly up: food and eating service
rose 0.24%; medicine and medical service rose 0.12%; commodity and other
services rose 0.04%, and 2 groups are sharply down in comparison with the
previous month: house, electricity, water, gas and fuel fell 7.67%;
transportation, post and telecommunication fell 4.58%.
Consumer
Price Index (CPI) in 11/2008 rose 24.98% compared to 11/2007 (after 1 year).
Among 10 commodity and service groups, there are 3 groups increased more than
average general: food and eating service rose 44.81%; house, water, electricity,
building materials, gas and fuel rose 9.35%; transportation, post and
telecommunication rose 25.42%. Seven groups lower than the overall average are:
medicine and medical service rose 7.4%; textile & garment, head-wear, footwear
rose 7.34%; beverage and cigarette rose 5.87%; culture, entertainment and tourist
rose 2.32%; household devices and housewares rose 7.84%; educational service
rose 2.24%; commodity and other services rose 4.31%.
Consumer
Price Index (CPI) in 11/2008 rose 21.39% compared to 12/2007. Among 10 commodity
and service groups, 1 group has a higher increase than the average rate, that is
food and eating service with the increase of 39.18%. The group has the highest
increase among the remaining groups is transportation, post and
telecommunication with 17.94% increase and the lowest increasing group is
educational service with 2.22%.
Gold
price index:
Gold price in 11/2008 in comparison with that in 10/2008 fell 6.68% and surged
7.55% over the same period.
US
Dollar price index:
In 11/2008 rose 1.74% in comparison with in 10/2008 and surged 4.4% over the
same period.

Post & Telecommunications – Information Technology:
a. Post
& Telecommunications:

Estimated turnover in 11/2008 was VND 140 billion and that
of the first eleven months is VND 1615 billion gaining 92.3%
of the plan.
- Phone
number development: estimated fixed-line subscribers in 11/2008 are 3,000, that
of the first eleven months are 60,952, gaining 87.1% of the plan. Cell phone subscribers are 25,000 and that of the first eleven months are 368,455, gaining
117% of the plan.

Internet subscribers in 11/2008 (ADSL) are 1,500, that of the first elevent
months are 19,624, gaining 106.1% of the plan.
b.
Information technology:

Make a survey on the effectiveness of information exploitation
and IT application at Farmers’ Association, Community Learning Centre and
Communal Post Office in order to analyze and draw up plans in 2009 that match
each region’s conditions

In collaboration with VCCI, organize the seminar titled “electronic businesses –

2.1.4. Banking activities:
- Capital source:
Estimated locally-mobilized capital by 31/11/2008 is VND 26,351 billion rising
31.4% in comparison with 31/12/2007. Out of the total locally-mobilized capital,
deposit in economic organizations is VND 10,538 billion, occupying 39.9%, rising
3.7% in comparison with 31/12/2007 ; deposit of residential is VND 15.813 billion, occupying 60.1%, rising 59.9% in comparison
with 31/12/2007.
- Loan sales:
The total loan till the end of 11/2008 was estimated at VND 5,105 billion,
rising 4.8% over the same period; short-term loan was VND 5,401billion, rising
17.5%; medium and long-term loan is VND 854 billion, fell 37.7% over the same
period.
- Debit balance:
The total till the end of 11/2008 was estimated at VND 26,195 billion, rising
9.8% in comparison with 31/12/2007; short-term debit was VND 16,533 billion,
rising 6.7%; medium and long-term debit is VND 9,662 billion, occupying a
portion of 36.9% over total debit, rising 15.6% in comparison with 31/12/2007.

Estimated turnover in 11/2008 is USD 614.3 million and that of 11 months is USD
6,227.8 million, gaining 88.8% of the plan, rising 24.6% over the same period.
- Central state
enterprises:
Estimated turnover in 11/2008 is USD 9.2 million and that of 11
months is USD 158.2 million, gaining 89.9% of the plan, rising 23.4% over the
same period.
- Local enterprises:
Estimated turnover in 11/2008 is USD 27.4 million and that of 11 months is USD
361.1 million, gaining 90.3% of the plan, rising 24.2% over the same period.
Export products gaining highest turnover in 11/2008 are garment (US$31.7mil) and
that gaining lowest turnover is joss paper (US$442 thousand)
- Foreign-invested
enterprises:
Estimated turnover in 11/2008 is USD 577.7 million, gaining 88.7% of the plan,
rating 24.8% over the same period.
Import:
Estimated import turnover in 11/2008 is USD 667.3 million and USD 7,451.1
million in 11 months, gaining 90.8% of the plan, rating 28.2% over the same
period. Specifically, estimated import turnover of
central state enterprises in 11/2008 is USD 6.1 million and USD 81.9 million in
11 months, gaining 95.2% of the plan, rating 22.1% over the same period.

2.3/ Tourism:
In 11/2008, there are
around 100,500 turns of tourists, rating 2.1% over the same period, bringing a
revenue of VND 26 bil, rating 17.3% over the same period .

Transportation:
- Commodity
transportation: Estimated output in 11/2008 was 2,411 millon tons for
transport and 119,144 million tons per km for rotating carriage, rising2.6% for
transport and 4.8% for rotating carriage over the previous month. Among them,
state-owned commodity transportation gained 16.6 thousand tons for transport and
661 thousand tons per km for rotating carriage, rising 1.8% for transporting and
3.6% for rotating carriage over the previous month. Non-state commodity
transportation gained 2,394 million tons for transport and 118,483 million tons
per km for rotating carrige, rising 2.6% for transport and 4.9% for rotating
carriage over the previous month.
- The output of
commodity transported via Dong Nai port: The estimated output in 11/2008 gained
500 thousand tons, rising 3.1% over the previous month.
- Passenger
Transportation: Estimated passengers in 11/2008 are 4,468 million for
transport and 253,958 million per km for rotating carriage, rising 3.7% for
transport and 5.0% for rotating carriage over the previous month. Among them,
state-owned passenger transportation gained 1160 thousand passengers for
transport and 16,458 thousand passengers per km for rotating carriage, rising 3%
for transport and 3.6 for rotating carriage over the previous month; non-state
passenger transportation achieved 3,308 million passengers for transport and
237,500 million passengers per km for rotating carriage, rising 5.1% for
transport and 14.2% for rotating carriage over the previous month.
4. Investment and
Development
Estimated value of 11
months in 2008 is VND 24,915 billion, achieving 92.3% of the plan, rating 28%
over the same period.
Evaluation on
local-managed budget capital:
The total of planned
investment and construction capital from provincial budget in 2008 is VND
1,531.651 billion.

5/ Overview of foreign
investment attraction
From the beginning of the year to late November, the total of capital from
newly licensed projects and capital increasing projects is USD 2,717.4 mil,
rating 81.2% of the plan and 14.4% over the same period. Including USD 1,931.6
mil from 77 newly licensed projects and USD 785.8 mil from 114 capital
increasing ones.
Till late November 2008, there are totally 959 valid licensed projects with the
total capital of USD 14,301 bil.
6/ Overview of domestic investment attraction
The investment attracted is estimated at VND 21,822 bil (USD 1,363.8 mil) in 11
months of 2008.
7/ The development of private enterprises:
From the early period of the year to 17/11/2008, the total capital of business
registration from all private businesses is VND 12,679 billion (including
newly-registered and added capital), achieving 70.4% of the plan and 76% over
the same period. Out of them, there are 1,602 newly-established businesses,
achieving 94% of the plan and rating 17% over the same period with the total
capital of business registration is VND 9,252 billion and 467 turns of
enterprises added VND 3,427 billion in their business registration capital.
Until now, the total number of local private enterprises registering their
business is above 8,000 with the registration capital of more than VND 48,000
billion (supplemented registration capital included)
8/ Management of Land, natural resources and
environment:
In November 2008, 1200 using right certificates have been issued, of which 85
have been issued for organizations and households and 1115 for individuals,
adding up to 36802 certificates
from the beginning of the year till now.
Inspect the issuance of material exploiting certificates in 4
districts of Tan Phu, Dinh Quan, Nhon Trach and Long Thanh
Finish formulating the project for surveying and cadastral map
drawing fees, the project for environmental protection
fees in regard to minerals exploitation and the project for environmental
protection all over the province from 2006 to 2010 towards 2020.
Continue implementing environmental protection projects;
Do regular inspection; 7 units have been inspected to date; 17 cases have been
fined

Scientific and Technological activities:
Monitor and manage 52 scientific and technological developmen researches and
studies that are conducting; the result of 1 research has been accepted and
transfered to put into practice; Organize the meeting of provincial scientific
and technological council to approve 6 researches and studies in 2009;
Continue conducting S&T programs to support 12 programs for
provincial socio-economic development from 2006 to 2010 and programs for
community and rural agriculture serving in the field of S&T
Establish scientific and technological councils to approve
studies within 2009’s plan

CULTURE – SOCIETY:

Culture, sports and tourism activities:
Work
on disseminating Resolution 08 of Provincial Communist Party’s Central Steering
Board, and the movement of “Learn and practice Ho Chi Minh’s moral codes”;
celebrate the 310th year of founding and development of Bien Hoa –
Dong Nai;
Districts, towns and city
enhance their dissemination via various ways like visual promotion, mobile
information, radio broadcast, publishing, banners, billboards and electronic
bulletins; create more than 7000 meters of banners, 300 m2 of panels, 2000 hours
of radio broadcast and so on
Recreation activities take place regularly

the inspection on all businesses of public cultural services and tourism; ensure

training: there were 1432 trainees graduating from vocational training

the result of administrative reform in 6 districts of Tan Phu, Dinh Quan, Xuan

mechanism or combining one-gate mechanism between hamlet level and district
level, which follows the proposed opinions from local departments and sectors

Decision No. 127/2008/QD-TTg of September 15, 2008 by Prime Minister.

Manage to
permit 10 individuals and 17 delegates of 101 public servants to go abroad in
Malaysia, Czech, Singapore, USA, Australia, Indonesia, Korea, Thailand, France,
Spain, Tunisia and Taiwan with many purposes including working and personal
purposes
Manage to
allow 21 foreign delegates to pay working visits to the province
Oversee the
management of passports, individuals and delegates going abroad as stipulated in
the province.

district and town have supported 1813 houses for 2584 minority families (rising
808 houses compared to 31/12/2007), which includes 59 completely built houses,
